Florida's Economic Self Sufficiency Program

My Access

Florida's Economic Self-Sufficiency Program, also know in it's on-line version as Automated Community Connection to Economic Self Sufficiency (ACCESS), helps promote strong and economically self-sufficient communities by determining eligibility for food, cash and medical assistance for individuals and families on the road to economic recovery.

My Access is a non-profit organization whose charter is to provide cost-free counseling and application assistance for this program so our customers can get faster back on their feet, and in a way more harmonic with their lifestyles. Contact us to help you get the Florida benefits that would best cover you and your family. We do require that you vist us in person at any of our 2 locations (Orlando or Kissimmee) for any inquiry.

Home and Community Based Services Waiver

Medicaid Waiver

Florida has several Medicaid Waiver Programs. They allow recipients to 'waive' institutionalization and instead choose to direct services to assist them to live in the community. Waiver program services may offer additional support and services than provided by traditional Medicaid.

The Home and Community Based Services Waiver, also called the HCBS/DD Waiver or "Big" Waiver, is a Medicaid Waiver Programs that assists people who have disabilities like Cognitive Impairments, Spina Bifida, Cerebral Palsy, Prader-Willi syndrome, Down Syndrome, Phelan-McDermid syndrome, Autism and others. The HCBS/DD medicaid waiver program helps cover the cost for things that regular medicaid does not pay for. The HCBS Waiver currently has a spending cap based on individuals needs, however, services must be "medically necessary".

FSL Waiver The Florida Supported Living Waiver, also called the FSL Waiver or "Little" Waiver is another Florida Medicaid Waiver Program. Many people on the FSL Waiver are waiting to get on the HCBS Waiver. The FSL Waiver also assists people who have disabilities, and the requirements to receive services are the same as the HCBS Waiver.

Temporary Cash Assistance Eligibility


The Temporary Cash Assistance (TCA) program provides cash assistance to families with children under the age of 18 or under age 19 if full time secondary (high school) school students, that meet the technical, income, and asset requirements.

The program helps families become self-supporting while allowing children to remain in their own homes. Pregnant women may also receive TCA, either in the third trimester of pregnancy if unable to work, or in the 9th month of pregnancy.
Parents, children and minor siblings who live together must apply together.

ELIGIBILITY RULES
Time Limits: Cash assistance is limited to a lifetime total of 48 months as an adult (except for child only cases, which have no time limit).
Work Rules: Some people must participate in work activities unless they meet an exemption. Regional Workforce Boards provide work activities and services needed to get or keep a job.
Income and Deductions: Gross income must be less than 185% of the Federal Poverty level and countable income can’t be higher than the payment standard for the family size. Individuals get a $90 deduction from their gross earned income. Individuals receiving benefits also get an additional earned income deduction as an incentive to get and keep a job.
Citizenship: Individuals must be U.S. citizens or qualified non-citizens.
Residency: Individuals must live in the state of Florida.
SSN: Individuals must provide a Social Security Number or proof they have applied for one.
Assets: A family's countable assets must be equal to or less than $2,000. Licensed vehicles needed for individuals subject to the work requirement may not exceed a combined value of $8,500.
Relationship: A child must be living in the home maintained by a parent or a relative who is a blood relative of the child.
Child Support Cooperation: The parent or the caretaker relative of the children must cooperate with child support enforcement to identify and locate the parent(s) who do not live in the child's home, to prove a child's legal relationship to their parent and to get the court to order child support payments.
Immunization: Children under age 5 must be up to date with childhood immunizations (shots).
Learnfare: Children age 6 to 18 must attend school and parents/caretakers must attend school conferences.

Medicaid Eligibility

Medicaid provides medical coverage to low-income individuals and families. The state and federal government share the cost of the Medicaid program. Medicaid services in Florida are administered by the Agency for Health Care Administration.

Medicaid eligibility in Florida is determined either by the Department of Children and Families (DCF) or the Social Security Administration (for SSI recipients).

Individuals potentially eligible for Family-Related Medicaid include:

Parents and caretaker relatives of children
Children
Pregnant women
Former Foster Care Individuals
Non-citizens with medical emergencies
Aged or disabled individuals not currently receiving Supplemental Security Income (SSI)

Medicaid Waiver Elegibility

For enrolment in the the Home and Community Based Services Waiver HCBS/DD Waiver or the FSL Waiver The Florida Supported Living Waiver, individuals must meet the following criteria:

Be under 65 years of age.
Reside in a Diversion Project service area.
Be a Florida resident.
Be a U.S. citizen or qualified noncitizen.
File for any other benefits to which they may be entitled.
Disclose any rights to third party liability (i.e., health insurance).
Meet the income limit of $2022 for an individual or $4044 for a couple.
Meet the asset limit of $2000 for an individual or $3000 for an eligible couple.
If your monthly income exceeds $2022/month you still can benefit from Medicaid Diversion by setting up an income trust. This is a legal document and it must be done by an attorney.


Food Stamps Benefits

The Supplemental Nutrition Assistance Program (SNAP), formerly known as The Food Stamp Program, helps people with low income buy food. Recipients can buy all food items such as breads, cereals, fruits, vegetables, meats, fish, poultry, dairy, and plants and seeds.
